Agency for Payments and Interventions in Agriculture (APIA) is the institution that operates under the Ministry of Agriculture, Forests and Rural Development. APIA is represented in the territory of 42 county centers and 266 local centers. Starting with January 1, 2007, APIA runs the European funds for the implementation of the support measures financed from the European Agricultural Guarantee Fund (EAGF). Subsidies are granted in the form of direct payments per hectare managed by the Integrated Administration and Control System (IACS) and within market measures for the implementation of trade mechanisms under the Common Agricultural Policy (CAP). Thus, APIA manages the system of export-import certificates and guarantees for the import and export of agricultural products, elaborates and implements the procedures regarding the application of the intervention system for agricultural products.

How do you access European Funds?

1. Defining the project and its objectives (investment for which financing is requested),
2. Contacting the consulting firm for information on:

• existing funding sources
• the eligibility conditions specified in the applicant's guide
• list of technical documentation and documents underlying the non-reimbursable financing

3. Signing the consulting services contract for:

• elaboration of the financing application and of the documents attached to the financing application, in accordance with the applicant's guide related to the identified measure (consulting activity);
• preparation of the financing application file, based on the documents provided by the beneficiary;
• elaboration of the draft answers to the requests for clarifications issued by the managing authority;
• management of the investment execution, respectively elaboration of drafts for the following documents:
• progress reports
• documents related to the implementation (eg notifications / additional documents to the financing contract)
• procurement files
• a request for payment and requests for reimbursement of expenses.

4. Submission of the application for funding,
5. Evaluation of the financing request by the Managing Authority:

• verification of administrative compliance and project eligibility
• technical, financial and economic evaluation of the project

6. Signing the financing contract (in case of project eligibility);
7. Project implementation (achieving the specific objective set).
